Israel empowers citizens with firearms training and licenses, strengthening security while deterring hostile regional threats
Israel has significantly expanded its civilian firearms licensing framework in a move designed to strengthen public security and empower responsible citizens to respond quickly to potential terror threats. The reform, overseen by Israel’s Ministry of National Security, dramatically broadens eligibility for firearm licenses while maintaining strict screening and training requirements.
A major development in the reform concerns Jerusalem, where 41 neighborhoods have now been officially recognized as eligible areas. This change allows approximately 300,000 additional residents to apply for personal firearm licenses. The initiative reflects a broader strategy aimed at increasing the presence of trained and responsible civilians capable of assisting in public safety situations.
Officials explained that the expanded criteria also include individuals who did not complete military service. Citizens above the age of 27 may still qualify for a license if they meet all other legal and security requirements. Authorities emphasized that the reform was developed following extensive assessments by security professionals who concluded that armed civilians can play a significant role in preventing attacks and protecting public spaces.
The impact of the reform has been substantial. Before the current policy changes, Israel had roughly 155,000 licensed firearm holders. That number has now grown to more than 350,000. Applications have also surged dramatically, with over 470,000 requests submitted since the reform began. Women represent one of the fastest-growing groups among new license holders, with their participation increasing sharply in recent years.
Additional communities are being added to the eligibility list, further expanding the potential number of licensed firearm carriers. Alongside broader access, the government continues to enforce strict background checks, coordinated monitoring with police and health authorities, and mandatory professional training at certified shooting ranges to ensure that firearms remain in responsible hands.
