An Israeli legal organization, Shurat HaDin, has launched a major international legal challenge by filing a complaint with the International Criminal Court seeking an investigation into Spanish Prime Minister Pedro Sanchez. The filing alleges that Spain’s policies enabled the transfer of critical dual-use components that may have supported Iran and its network of terror proxies.
According to the submission, Spain authorized exports worth approximately 1.3 million euros between 2024 and 2025, including detonators and materials with potential military applications. The complaint argues that such components, even when classified as dual-use, can directly contribute to the operational capabilities of terror groups such as Hezbollah, Hamas, and the Houthis—organizations widely recognized for destabilizing the region.
Shurat HaDin further pointed to Iranian messaging that appeared to praise Spanish leadership, suggesting that Tehran interpreted these actions as supportive. The legal argument emphasizes that under international law, enabling the functionality of weapons systems may constitute complicity in war crimes, even without direct involvement in attacks.
