House Judiciary Memo Alleges Biden Administration Funded Anti-Netanyahu Groups and Terror-Linked NGOs

A new House Judiciary Committee memo accuses the Biden-Harris Administration of misusing U.S. taxpayer funds to support anti-Netanyahu protests and potentially terrorist-linked NGOs.

The House Judiciary Committee released a memo on Thursday accusing the Biden-Harris Administration of failing in its oversight responsibilities and allegedly channeling U.S. taxpayer funds—both directly and indirectly—to non-governmental organizations (NGOs) opposing Israeli Prime Minister Benjamin Netanyahu, including groups with suspected ties to terrorism.

The 10-page memo, titled “The Biden-Harris Administration’s Funding of Anti-Netanyahu Non-Governmental Organizations,” outlines how U.S. agencies such as the U.S. Agency for International Development (USAID) and the State Department allegedly awarded grants to U.S. and Israeli nonprofits that later funded anti-judicial reform protests and coalitions opposed to the Israeli government.

According to the document, on March 26, 2025, Judiciary Committee Chairman Jim Jordan (R-OH) and Foreign Affairs Committee Chairman Brian Mast (R-FL) sent letters to six NGOs requesting detailed documentation on funding they received from federal sources. The organizations named are:

  • Blue White Future
  • Movement for Quality Government in Israel
  • PEF Israel Endowment Funds
  • Jewish Communal Fund (JCF)
  • Middle East Peace Dialogue Network (MEPDN)
  • Rockefeller Philanthropy Advisors

These groups have since submitted a total of 380 documents, the committee said.

The memo highlights several key findings:

  • Blue White Future, an Israeli NGO, reportedly received funding from U.S.-linked NGOs and played a role in organizing the anti-Netanyahu judicial reform protest headquarters.
  • The Movement for Quality Government in Israel allegedly received $42,000 from USAID for a program titled “Civic Activism Training” targeting Israeli high school students.
  • PEF Israel Endowment Funds, a U.S. nonprofit, reportedly distributed over $884 million to groups involved in what the memo refers to as “anti-democracy protests” in Israel.
  • The Jewish Communal Fund is said to have contributed more than $42.8 million to anti-Netanyahu protest networks and their two primary funders.
  • The Middle East Peace Dialogue Network is alleged to be in violation of its 501(c)(3) tax-exempt status, as it may have financially supported protests deemed political in nature.

Beyond opposition groups, the memo also accuses the administration of channeling government funds to NGOs with alleged links to terrorist organizations, though it does not provide specific names in this release.

The Biden Administration has not responded to the memo, and the State Department has not yet issued a statement regarding the allegations.
