Abu Khalil was freed in the disastrous Shalit deal—one of the most damaging prisoner exchanges in Israel’s modern history—and immediately fled to Turkey, where Hamas maintains a de facto headquarters with the blessing of Erdogan’s regime. From there, far from Israel’s reach and protected by Ankara’s political shield, he has built a sophisticated remote-command infrastructure for terror operations in Judea and Samaria.

According to the report, Abu Khalil now oversees active Hamas cells across the region, directing attacks, choosing targets, and channeling large sums of foreign money to fuel Hamas’s military wing. His network reportedly facilitates weapons smuggling, fund transfers, and even the import of military expertise from abroad—an international terror pipeline aimed squarely at Israeli civilians.

In recent months, Abu Khalil has intensified his operations in the Ramallah and Hebron sectors, areas Hamas seeks to transform into its new strongholds following Israel’s destruction of its Gaza infrastructure. This shift is part of Hamas’s broader strategy to ignite Judea and Samaria, opening a fresh front as Gaza becomes increasingly inhospitable to their leadership.

Israel has repeatedly warned that Turkey’s permissive environment for Hamas operatives enables global terror expansion. Abu Khalil’s activities are now clear proof: Hamas is no longer simply entrenched locally—it is being run, financed, and strengthened from abroad.
