Documents seized by Israel Defense Forces during operations in the Gaza Strip reveal that Hamas intended to launch raids against Israeli communities in Judea and Samaria and along the security barrier, according to a report by Channel 12 News.

The captured materials include internal correspondence among senior Hamas figures indicating clear intent to carry out attacks on Israeli civilian communities. While the plans lacked the operational detail seen in preparations for the Gaza-border massacres, the documents nonetheless exposed strategic terror ambitions aimed at expanding violence into Israel’s heartland.

Based on lessons drawn from October 7 and reinforced by these findings, Israeli intelligence has updated its core threat scenario for Judea and Samaria to mirror the Gaza envelope model — a coordinated assault on civilian communities rather than isolated terror incidents.

As a result, Defense Minister Yisrael Katz instructed Central Command to prepare expanded operations to seize and hold additional refugee camps, following recent actions in Jenin, Tulkarm, and Nur Shams. The strategy marks a decisive shift from temporary incursions to sustained control, aimed at dismantling entrenched terrorist infrastructure embedded within Palestinian civilian areas.

The IDF emphasized its commitment to protecting Israeli citizens, noting that updated reference scenarios have already been approved by military leadership and rehearsed in large-scale exercises. It also clarified that no tunnel networks are known to exist in the seam-zone area, and that security forces operate continuously to neutralize terror threats.

Israeli officials stress that the exposure of Hamas plans underscores a broader regional reality: terror organizations openly plan mass violence, Palestinian refugee camps are exploited as militant strongholds, and Arab actors remain silent — leaving Israel to act alone in preventing the next massacre.
