GHF Chairman Blasts UN: “They Enabled Every Bad Actor in Gaza”

Johnnie Moore, head of the Gaza Humanitarian Foundation, accuses the United Nations of building a system that empowers Hamas and obstructs genuine humanitarian efforts.

Johnnie Moore, Chairman of the Gaza Humanitarian Foundation (GHF), has leveled serious accusations against the United Nations, claiming it has constructed a flawed system in Gaza that empowers violent extremists while undermining real humanitarian relief.

Speaking to the Epoch Times, Moore asserted that the UN’s longstanding operations in the Gaza Strip have become deeply entangled with Hamas, the very group responsible for much of the suffering in the region.

“The UN didn’t just fail the people of Gaza,” Moore said, “they built a system that empowered every bad actor in the Gaza Strip, and then they kept handing them resources, legitimacy, and cover.”

Moore, whose foundation is at the forefront of non-political humanitarian aid in the region, claimed that UN agencies operating in Gaza, particularly UNRWA, have repeatedly collaborated — willingly or otherwise — with Hamas, allowing the terror group to divert aid, manipulate global perception, and maintain a stranglehold over civilians.

“Every time we try to bring in food, medicine, and clean aid — Hamas steps in. But instead of stopping them, the UN system has adapted to them,” Moore explained.

He emphasized that the GHF operates independently of government agendas, aiming solely to provide clean, accountable aid to civilians. But, he said, this mission is made vastly more difficult by a UN bureaucracy that prioritizes political optics over practical integrity.

Moore’s remarks come amid increasing scrutiny of UNRWA’s role in Gaza, particularly after several of its employees were exposed for direct links to terrorism and for facilitating Hamas operations under the guise of neutrality.

“The world needs to wake up. The UN’s framework in Gaza isn’t humanitarian anymore — it’s political, and it’s dangerous,” Moore warned.
