The UN’s Commission of Inquiry accused Israel of “genocide” in Gaza, while ignoring Hamas atrocities. Human rights scholar Prof. Anne Bayefsky slammed the report as a fabrication that excuses terror, fuels antisemitism, and seeks to criminalize Israel’s self-defense.
The United Nations Independent International Commission of Inquiry (CoI) on Israel and the Palestinian territories released a report this week accusing Israel of committing “acts of genocide” in Gaza since Hamas’s October 7 massacre.
But leading human rights scholar Prof. Anne Bayefsky, President of Human Rights Voices and Director of the Touro Institute on Human Rights and the Holocaust, denounced the report as a grotesque inversion of reality that whitewashes Hamas’s genocidal crimes and fuels antisemitism worldwide.
“Encouraging Genocide Against Jews”
“Far from preventing genocide, the COI report actually encourages genocide against Jews,” Prof. Bayefsky told Arutz Sheva – Israel National News. “It finds excuses for October 7, disputes Hamas’s existential threat to Israel, and sickeningly assigns blame to the Jewish state.”
According to Bayefsky, the CoI’s twisted logic claims Israel is guilty of “genocide” because it refuses to commit demographic suicide by opening its borders to millions of Palestinians under fraudulent “refugee” claims.
72 Pages of Bias, Zero Condemnation of Hamas
The CoI’s 72-page manifesto never once condemns Hamas, ignores its 500 km network of terror tunnels, and dismisses its systematic diversion of humanitarian aid for weapons.
“They fabricate both law and fact,” Bayefsky said. “Civilian casualties are weaponized as automatic proof of Israeli crimes, with no legal proportionality analysis. They even blame Israel for Palestinians being unable to flee to Egypt — when Arab states and the UN itself deny them exit or asylum.”
Weaponizing the ICC Against Israelis
Bayefsky warned the report is a deliberate attempt to sic the International Criminal Court (ICC) on Israelis worldwide:
“They want Israelis hunted, grabbed off the streets in foreign countries, and jailed in The Hague. This isn’t justice — it’s a global campaign to criminalize Israel’s existence.”
She stressed that CoI members Navi Pillay, Chris Sidoti, and Miloon Kothari are known extremists already flagged under President Trump’s 2020 executive order, which called for sanctions against ICC collaborators targeting U.S. and Israeli personnel.
Though they announced plans to resign in November, Bayefsky said the timing is calculated to allow them to unleash one more anti-Israel blood libel at the UN General Assembly in October before stepping down.

“What Israelis, Americans, and Jews worldwide can expect is more blood libels, more antisemitism, and more incitement to violence — whipped up from a UN pedestal.”
The CoI’s report is not about human rights. It is a political weapon to delegitimize Israel, empower Hamas, and fuel global Jew-hatred.
